We're hiring an Accounting Manager for the Human Services and Public Health department (HSPHD). The Accounting Manager will oversee the strategic revenue initiatives for HSPHD, the largest department in Hennepin County. The position will focus on the Human Services revenues in HSPHD which include Targeted Case Management, Consolidated Fund and Administrative revenues for Social Services and Eligibility Supports. The position will also be responsible for new revenue initiatives and identifying alternative funding opportunities. Optimizing revenue opportunities will require excellent communication with internal and external customers, provide strong managerial support to teams, and implement fresh strategies, new technology, data-informed decision making, and best practices.

Location and hours:
This position is hybrid and will be performed remotely and at Human services sites as duties require. Work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota and Wisconsin.

In this position, you will:


  • Manage the strategic operation and planning of the major revenue sources for Human Services including administrative revenues, consolidated fund and targeted case management.
  • Identify and manage Human Services Medicaid funding opportunities.
  • Coordinate with Service Area Management to make the necessary changes for the future case management funding model.
  • Ensure claiming integrity and establish standards to meet audit compliance.
  • Analyze workflow processes, optimize efficiencies, utilize technology, leverage data analytics, and provide strategic direction.
  • Provide excellent internal customer service and maintain cooperative relationships with Department of Human Services partners.
  • Develop an elite financial analysis team.

Need to have:
One of the following:
  • Nine years or more of experience as an accountant, financial analyst, or auditor, three of which are in a functional area of accounting, auditing, or financial management.
  • Bachelor's degree or higher in accounting or business administration with emphasis in accounting and five years or more of experience as an accountant, financial analyst, or auditor, three of which are in a functional area of accounting, auditing, or financial management.

Nice to have:
  • Experience:
    • Analysis of administrative revenues for social service and income maintenance, including the related time studies.
    • Analysis and optimization of targeted case management funding.
    • Past case manager experience and/or use of case management reporting tools in SSIS.
    • Providing strong managerial oversight; leading and/or supervising staff.
    • Preparing, supporting, and helping teams make organization, culture, and/or strategic changes.
    • Using data analytics to improve processes, create efficiencies, or enhance customer service.
  • Knowledge of:
    • State and Federal regulations related to Medicaid and other funding sources.
    • Analytic tools.
  • Ability to:
    • Think strategically and big picture to provide informed decisions.
    • Communicate with all levels of management verbally and through written reports.
    • Plan, organize and prioritize work goals, projects and tasks.
    • Research State and Federal policies, understand statute language, and translate this information into coherent recommendations and instructions.
    • Develop analytic skills on your team.
