Accounting Associate - Political Science

Job Summary

Perform work related to the financial accounting and business operations of the Department of Political Science and will advise the Department Head on financial matters. Serve as liaison between areas within the department and other campus and university administrative offices.

Duties & Responsibilities

  • Responsible for the expenditure/receipt of funds for a variety of accounts and for the maintenance of records associated with those accounts. Accounts include state funds, indirect cost funds, gift funds, self-supporting funds, Research Board funds, as well as research funds from government and outside agencies. Responsible for the allocation of funds and payments of vouchers (internal and external). Prepare new accounts and create forms when needed using knowledge of University policies surrounding each type of Banner fund.
  • Monitor financial activity to identify and resolve problems and assure compliance with university policies and procedures. Review monthly statements in a timely manner and process journal vouchers, labor redistributions and budget transfers as needed. Answer questions for faculty on individual discretionary funds and provide information when requested.
  • Coordinate all aspects of budget planning and allocations, and serve as adviser to the Department Head on all budgetary matters. Prepare at the request of the department head, budget materials for new faculty start-up packages, retention packages for faculty, and other budget reports as needed.
  • Responsible for procurement needs and processing of purchasing requests for the department; develop purchase orders in BANNER and iBuy; monitoring purchases made with TCard/PCards for proper use and the correct allocation of expenditures to the proper fund. Serve as department card manager.
  • Assist faculty with preparation and submission of grant proposals including preparing multi-year research budgets, determining cost share, and preparing proposal transmittal forms. Administer grant awards and review expenses for proper allocation and ensure compliance with related policies and procedures. Work with faculty to review and submit semi-annual confirmations in a timely manner for all grant awards. Work closely with the Office of Sponsored Programs (SPA) at all stages of the grant process.
  • Monitor campus awards such as research board and scholars travel funds. Oversee compliance duties for the department, including FCIAA, university audits, fact sheets, OBFS policies and procedures and campus administrative manual (CAM).
  • Approve program advances for faculty who are conducting human subject research, monitor repayment of advance while staying up to date with Institutional Review Board guidelines on confidentiality and human subject payments.
  • Manage the property accounting for the department including the purchasing and tracking of fixed assets to assure compliance with state regulations. Manage biennial fixed asset review process. Work with staff members who assist with these tasks to ensure proper recording as assets are purchased and disposal of items as needed.
  • Function as Telecommunications Coordinator, submit on-line requests for new phone lines, changes to existing lines, and review monthly telecommunications charges.


Required Qualifications

Bachelor's degree with a major in Accountancy or a related field AND two (2) years of professional level accounting experience.
OR
Possession of current registration as a Certified Public Accountant (CPA), Certified Management Accountant, or a valid license to practice Public Accounting (LPA).
OR
Master's degree in Accountancy or a related field.

Preferred Qualifications

Ability to work independently across full range of financial, and administrative domains. Highly developed organizational and management skills. Familiar with and stay updated on the University financial and administrative systems and grant related policies and regulations. High level of computer skills in word processing, database, and spreadsheet applications for financial data. Knowledge of Banner system. Ability to exercise good judgment, discretion, and tact in dealing with various high-level offices. Ability to maintain strict confidentiality in matters requiring such consideration. Excellent communication skills. Ability to work harmoniously with faculty, staff, and students from a wide variety of disciplines. Experience and familiarity with Chrome River, Banner, SPA-programs, MyUIFinancials and familiarity with P-Card and TCard policies and procedures.

Appointment Information

This is a 100% full-time Civil Service 5000 - Accounting Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the deadline date. The starting salary for this position is $55,000. Actual starting salary will be determined by the candidate’s credentials and alignment with the position requirements
